President & Principal Planner
JD Allen, AICP, WSO-CSSD, TSSP-Rail/Bus, PTSCTP
JD Allen, President and Principal Planner at ATG | DCCM, brings over 30 years of expertise in urban mobility planning, prioritization, safety oversight, public outreach, land use analysis, and federal compliance for States, MPOs, and transit agencies. Beginning as an MPO planner, he progressed to become the MPO Director for the Lake Charles Urbanized Area and later the Executive Director of a regional planning commission in southwest Louisiana.
An adept facilitator, JD excels in communicating, motivating, and fostering consensus among diverse groups. His leadership spans community-level mobility plans, regional efforts like Metropolitan Transportation Plans, and statewide planning initiatives. JD is a trusted partner to State DOTs, MPOs, and communities in the southern United States. He expertly manages traffic impact assessments for major industrial projects, including multibillion-dollar oil and gas facilities in Louisiana and Texas.
JD is affiliated with the American Institute of Certified Planners, the Institute of Transportation Engineers, and the World Safety Organization. He holds certifications as a Certified Safety and Security Director in both Rail and Bus and actively participates in several TRB committees.

Chad Wood, PE, PTOE
Chad Wood, PE, PTOE, brings over 25 years of transportation engineering experience to his role as Executive Vice President & Chief Operating Officer, showcasing exceptional leadership and technical proficiency. His career trajectory reflects a commitment to enhancing transportation infrastructure, leading to pivotal roles in designing and implementing projects that shape communities and improve lives. Collaborating extensively with municipal and DOT clients, Chad has developed a deep understanding of large-scale transportation initiatives, delivering superior results and exceeding client expectations consistently across various engineering facets.
As Executive Vice President and COO, Chad spearheads organizational strategies that align with the evolving needs of the transportation landscape. Jack Shick, PE, PTOE serves as Director of Engineering & Vice President with over 24 years of experience in transportation engineering projects, specializing in traffic analysis and design. A strategic team leader, Jack is dedicated to fostering growth and expansion within his team and their capabilities. He has successfully led multidisciplinary teams to optimize traffic flow and increasing safety of our transportation infrastructure on various projects throughout Texas and the Nation. Jack is passionate about remaining at the forefront of industry trends and driving continuous improvement of our nation’s transportation infrastructure to improve the lives of its users.
Larry Irvine
Larry, a seasoned Human Resources Professional with over three decades of dedicated service in the Architecture, Engineering, and Construction (AEC) industry. Larry has consistently demonstrated his acumen in recruiting staff at all levels. His keen eye for talent and intuitive understanding of organizational needs have allowed him to assemble high-performing teams that drive success. Beyond recruitment, Larry is a visionary in designing, developing, and facilitating innovative training programs. By leveraging cutting-edge methodologies and tailored approaches, he empowers employees to continually enhance their skills and adapt to evolving industry demands. His strategic mindset and emphasis on process improvements drive efficiency and productivity across the organization.
Jamie Bacahui
With more than 20 years of experience in finance and accounting, Jamie recently joined ATG | DCCM to lead the company’s Finance Department. Having spent the bulk of her career in the construction and engineering industries, Jamie has become a leader in strategic growth and operational efficiency. Jamie’s focus on stakeholder relationships has allowed to her grow her skills in navigating complex regulatory landscapes and industry challenges to ensure compliance and minimize risk. Jamie’s strengths include building high-performing teams that provide support in attaining financial goals, in addition to fostering a culture of collaboration and accountability.
Daniel Rios
Daniel Rios is an accomplished Chief Information Officer (CIO) with over twenty years of experience in information systems development and technology management. With a background in management information systems, he has led enterprise-level software development/infrastructure projects and implemented cutting-edge technologies to drive innovation. Daniel excels in aligning IT initiatives with business goals and utilizing emerging technologies to ensure robust IT infrastructure and cybersecurity capabilities.
Ed Elam, AICP, PTP, TSSP-Rail/Bus, PTSCTP
As Vice President, Director of Planning with ATG | DCCM, Ed Elam, AICP, PTP, TSSP-Rail/Bus, PTSCTP, brings a diverse knowledge of transportation planning, federal and state programs, data, community engagement, and industry best practices to every project and pursuit. A seasoned project manager, Ed has lead teams both large and small to successfully complete projects within scope, and budget. Understanding that projects can transform communities and improve opportunities, he is adept at harnessing community commentary, stakeholder interviews, and agency consultation to arrive at consensus opinions which propel projects forward. Ed’s projects result in actionable items which support local decision making and establishes priority for short- to long-term capital investments.
Sheena Tolentino
As ATG | DCCM’s Operations Manager, Sheena has a comprehensive skill set encompassing the management of project billings, accounts receivable, vendor and client contracting, rate negotiations, as well as project financial reporting and tracking. With a background in finance, Sheena oversees the intricacies of project financial operations while ensuring projects remain on schedule and within budget. Sheena champions cross-departmental cooperation and the facilitation of open communication channels, which not only enhances project outcomes but also cultivates a culture of teamwork, mutual respect, and empowerment. These efforts drive the organization forward towards its strategic objectives.

As a seasoned Marketing Manager with ATG | DCCM, Ashley brings a robust background in design, proposal development, and corporate communications, particularly within transportation service lines. With a proven track record of executing successful campaigns, she specializes in leveraging market insights to drive brand visibility and customer engagement. Her strategic planning and creative execution consistently yield measurable results, enhancing brand awareness and fueling market growth while effectively engaging stakeholders to drive business objectives forward.
Tim Smith, AICP, PMP
With over 19 years as a professional Planner in both the public and private sectors, Tim brings a wide range of land use and transportation planning experience to the benefit of our clients at ATG | DCCM. Tim’s project management and work experience include multiple levels of planning from Statewide, Regional, Local and corridor or site-specific. Specific areas of expertise include multimodal long-range planning, needs analysis, project selection and prioritization, freight planning, and policy. He enjoys getting to know and working with clients and partners to develop programs, plans, and projects that provide positive and lasting benefits to society.
